However, there are major differences among US commodities, in particular, among the import-competing and the export-oriented sectors—much in line with the “anti-trade bias ” explained in Chap. 5. Support (as measured by NRA /PSEs) to import-competing sectors was around three times as much as support to exportable sectors. Some of the import-competing sectors, in particular the US dairy and sugar sectors, have received very high levels of assistance. Since 1980, NRA /PSEs for the dairy sector were most of the time above 60%, while NRA /PSEs for the sugar sector were often above 100% (Anderson and Nelgen 2012; Gardner 2009).
